Engine Light - P1646 code - ECU Issue

Engine Light - P1646 code - ECU Issue
Hi all,
I drive a 2003 Jaguar X-Type and I had an engine warning light come on. After checking the error code was P1646. I've had this in the past and I've replaced the lambda sensor and all was ok. This time it hasn't fixed the issue.
I took the car to a garage and they checked all the wiring etc and said it was an issue with the ECU and it had zero volts going into the connection when they tested it. The wiring itself was ok.
I had a quick check on the part and there seems to be quite a few ECU's in the car. I know next to nothing about cars and I'm not sure what ECU part I should be trying to replace. Does anyone here know which ECU I need to replace to fix an engine light issue?
