Front Plate Holder
In Wa it is the law as well.
My Jag has a lic. plate, but my wifes car does not...
I keep my wife's in the glove box, and when we get pulled over, or leave the car in a public parking area, we just take it out and place it on the dash... It has worked so far

I got pulled over too for this on new years day this year. I've never had a front plate on any of my cars for the last 11 years, but they are really cracking down on it. I don't want to drill holes in my front bumper for an ugly front plate holder. So for the time being i have it mounted to the black piece in the lower grill. It sits kind of low but its just a temporary fix until i move to a state that doesn't require a front plate or find a better method to mount it without having to drill holes.

Good ideas thanks!
Yeah I'm not too excited about drilling anything; however, the state of CA is BROKE so they're going to take advantage of any opportunity to hand out a ticket.
The really sh*tty part is that when bought the car, it only came with 1 plate - I loathe the DMV. Guess it's better than dealing with cops, though. Ugh - painful.
