Jagman, what month was your 04 built in? Why do I ask? Simple, in early 2004, Jag changed the way that they numbered the fuse boxes and therefore the numbers from before are not the same as after. Give me the month that your car was built and I will tell you the correct fuses to be looking at.

Jagman, based on the information you provided, your low beam (dip beam when looking on diagrams) fuses are F16/F17. Just to make sure that you are looking at the correct fuses, if you open the hood of your car and access the fuse box right next to the battery, you will see 4 relays (square black boxes) in the far right corner (you are standing in front of the car). If you look to the left side of the fuse box, you will see 7 large, clear topped fuses running front to back. If you look one row of fuses over to the right, you should see 5 fuses together, a blank spot, a lone fuse and then 2 blank spots. Fuses F16/F17 are in the group of 5 fuses. Fuse F17 is the middle fuse of the 5 with Fuse F16 just above F17 (one fuse closer to the windshield).
If this is not the case, then it kinda sounds like someone swapped a fuse box on you. If you need me to send you a picture or other electrical information relating to your car, let me know and I will e-mail you the document that I use to do all my troubleshooting with.
