i have po 1647 code that won't go away

Default i have po 1647 code that won't go away

i replaced both sensors took the cat out cleaned and replaced it put a heat gun test its fine. check the power with the key off neither sensor had power turned the key on the lower sensor has power the upper has no power. tell me there is an easy way to find the problem????

O2 sensors have fuses in the fuse box under the hood. I’m not sure what the fuse numbers are but I usually find it’s easier to just check all fuses

+1 and then the wiring

Workshop manual probably has pinpoint tests...
