If the noise you hear is worst during deceleration, when all is quiet, it probably is the instrument motors. Over the years we have replaced instrument packs for that, but any improvement was minimal and usually short lived; so we quit trying. Slow speed turns and braking always seem to accentuate the "scrapping" sound.

thanks for the reply, but its only the tack that makes the noise. Since it happens whenever im downshifting or really get on the gas hard...

XKR, I would ask you to look at the needle really closely and see if it is dragging on the face of the instrument cluster. If so, you can remove the instrument cluster from the car, get some heat near the tach needle and then flex the needle a little bit (pull from the outside point with your thumb putting downward pressure on the center of the tach). That should remove the rubbing you are hearing.
But, much beyond that, can't help you. This is a new noise that I am aware of. But, it sounds like XJRGuy has some experience with it and not too good of results.
