waiting for a flat is not the best way to test if your lug nuts are stuck!
for the work it takes to crack them loose every few months, save the cost ofcarrying another wrench.
it is especially important to check that you can get them loose after the car has been in for any type of service. Shops usually put them on too tight

I clean the studs and lug nuts and the hub and back side of wheel. Then I put a thin coating of anti seize on the studs and lug nuts and the part of hub where the wheel center fits and also on back side of wheel that contacts the hub. This can be a messy job but the parts don't bond together. Also like when I just had new tires put on I instructed them to hand torque the wheels to factory specs.
Just in case of a flat on the road I carry a 12V sissor jack and 12V inpact wrench and torque wrench. I never have liked or trusted the factory jacks or lug wrenchs that come in todays cars.
