Default Need help diagnosing a steering problem (video included)

My 05 x-type appears to have some sort of strange steering issue. I'm not sure what could be causing it. When the car is at a stand still and I turn the wheel there are points in the turn that have a very prevailent stutter/vibration. It me, it sounds and feels as if the tires are gripping the ground to the point where the steering system is having difficulty overcomming the traction. While the car is in motion it does not do this at all. I tried to capture what is happening in this short video and was wondering if you guys could take a look and give me an opinion as to what you think it could possibly be, it its anything at all.
The tires are from July if that means anything. Also, the steering fluid is most likely the original that came with the car.

harry, I would try getting new steering fluid in the car and see how that affects your problem. After that, from what you are describing, it would appear the variable assist power steering is getting "confused". Therefore it is altering how much power steering assist it is giving.

I am not sure what to really recommend beyond the fluid change out.
