Default New TCM no gears 2002 x-type 3.0 auto

The problem I had before:
Reverse would work. Forward gears only sometimes, but mostly not working.
What I've done:
Trans fluid change, twice, with proper fluid. It is clean. Reverse working, no forward gears.

Obtained a new (used) TCM that fits with my VIN production. Plugged in TCM, no gears at all. Put the old TCM in, no gears at all, not even reverse like before.
Re-install new TCM. Ground the positive battery cable to the ground for 5 minutes. Reconnect battery. Still no gears.

Thoughts?

P1638
P1646
P0445
these were the codes from before trying the new TCM. I will scan again with new TCM installed.

The P1638 seems to indicate an open circuit between the instrument cluster and the ECU/PCM and is the most serious issue.

The other two codes seem to be with the EVAP system and would not cause a no start condition.

A TCM has to be programmed to the car so putting a "new" TCM would not work . The old TCM maybe could be reprogrammed with the correct JLR software.

However the problem could just be an open circuit all along.

Others with more expertise hopefully will chime in.

I was hoping to swap the TCM and avoid programming.
Is this something that would require a tow to dealer? Is it possible to send the TCM & ECM somewhere to get programmed?
I ask because there are no dealers near me. I have been given a lead for a private shop that works on imports...maybe I can give him a shout?

The new TCM was from eBay and the seller actually accepts returns...so why not try it I figured.

I'd just like to get this car on the road soon. I'd hate to give up on it and dump it for a loss, so I appreciate the help.

As far as I know the TCM needs to be programmed to the car. If you know an Inde that has the required software it might help.
