No keys what to do

No keys what to do
Hi
Just finished repairing a damage repairable jag x400 but to move forward I need to be able to start the car. Unfortunately the came with 0 keys but I have managed to get one cut from reading the barrel. I've got a mongoose which appears to work but when i try to program keys I get an error. I assume it's because the alarm is going off.
How to you program keys without any available is it via the engineer access section or is it a main dealer only job. At present I have a nice looking paper weight that I want to drive. Any help will be great
