Please post the actual code.
These are 4 wire devices, heater power on two and voltage measurement from the ECM on the other two.
If the heater supply is dead it is supplied by one fuse. I don't have a wiring diagram for your engine but you will find the info in the JTIS.
If the fuse has blown the next question is Why? - maybe a wiring short to ground.
Follow things a bit further (you will need a voltmeter) and keep us informed.

On the subject of sensors, can anybody help please?
My garage changed Bank 1 Sensor 1, gave me the car back and 100 miles later the engine light came back on. They said it must be a faulty diagnosis and initially wanted to change sensor 2. However, they have now changed their minds and are saying someone has swapped the sensors around at some point and they should fit them the opposite way around....grrrrr.
I'm doing some research of my own and bought a code reader from Machinemart - it's telling me Code 1646 which when I look up on Jaguar X Type Specifications -- Engine Specifications it tells me is Bank 1 Sensor 1 - i.e. the one they say they replaced.
My question is, when you stand in front of the car and look at the engine, is Bank 1 upstream on the left or the right? The view is so restricted I can't see the catalytic converter, so the terms upstream and downstream are pointless. At the moment the lead with the grey plug goes to the right and the black to the left.
Any suggestions/help would be very welcome. My MOT runs out shortly and I gather they won't pass it if the engine light is on.

Your forum Garage and Public Profile both list your Jaguar as an XK8. Do you also have an X-Type or is this in the wrong section?
For the MoT, an illuminated MIL will result in a fail but a faulty HO2 sensor is likely to fail the emissions part of the test regardless.

What side of engine is Bank 1 and I know that Sensor 2 is the down stream after the cat.
These data readings are while cruising EXway to salty mine. Other 3 sensors seem fine.

Your code, as you say, means
HO2 Sensor 1/2 heater control circuit:
