Slight engine surge when at hwy speed

Slight engine surge when at hwy speed
I can fill a slight surge when I have change to 5th gear and going hwy speeds. Engine light has came on and the code reads that the car is running to lean/cats in bank 1 and 2. No hard code yet just that. Would the cats make it surge or is there something else I should look for?
