Sounds like you have a 2.0 or 2.2 td ???
If you have changed the turbo actuator and are very very sure the variable vane system in moving freely...
For an easy way to free up the vanes...Google 'mr muscle turbo fix' ...look for videos for MK3 mondeos as well as they are the exact same engine...
IF this is all ok then chances are its a fuelling fault most likely a leaking injector ... My X type also turned out to be NOT the turbo actuator...BUT you really should get the fault codes read ..it will tell you if its an Injector and or pump problem.
My code P0251 pointed straight to a fuelling fault ...but I did try fitting a known good used actuator ...as I got one very cheap and the injectors and pump are expensive ...But alas I had to replace the injectors and pump......
Be aware be careful what software and OBD adaptor are used to program the injector codes if you go down this route, I came close to killing my Jag by using a downloaded version of SDD and a cheap mongoose clone.

Sounds like it's the VNT vanes physically sticking then ... On powerup (key turn on) the system moves the actuator and checks for operation... WITH TURBO COLD...Remove the small circlip on the actuator arm and make sure the actuator arm on the turbo ...not the actuator.... Moves very very freely.. If not they can be freed using the mr muscle treatment or the turbo can be stripped with out having to remove the exhaust manifold section and the VNT system stripped and manually cleaned ....but the MR MUSCLE treatment normally works a treat.....
