Jim, if you do a search you will find the answer can be yes or no on removing the cover. The proper way is to remove the bumper cover and take out the inside plastic vanes that hold the horizontal splitter. This is a bit of work but not impossible and is a great idea if you ever plan going back to stock.
I, on the other hand, being extremely impatient AND lazy simply unclipped the splitter and then I broke out the inside plastic pieces. Of course I did make my own holes in the brackets supplied and used stainless steel screws to hold it in place.
