Default Why are inner tie rods shown as non-serviceable?

I am missing something. I keep seeing inner tie rods listed as NSS or not serviceable. Says they must be replaced with the rack. Anyone know why this is?

Inner tie rods are available from Rock Auto and Advance.

I suppose Jaguar calls the inner tie rods non-serviceable because they would much rather sell you an entire steering rack for stupid-high cost.
