Default Jaguar XE 2 air filters same housing?

Hey. Can anyone tell me why the XE has two air filters in the same housing for a total of 4 in the car just for the engine? I have a K&N on the bottom but there is a cloth one above.

Can the second cloth one just be removed? I imagine it’s more restriction on airflow.

Car: 2017 Jaguar XE 35T

Definitely get the code checked but essentially with these cars, any little hiccup and they throw up restricted performance. I had the diesel s type and they were really finicky on battery current and one of the air sensors (if I remember correctly). I had it remapped to ignore these codes as there was nothing actually wrong and I didn't see the code for three years until I left the lights on and flattened the battery.
