can you retrofit bi-xenon lamps to the above

Not easily and you'd need self-levelling and headlamp powerwash to pass MoT.

If you want brighter, the lenses may just need cleaning. Or fit (legal) brighter bulbs.

Yes, it can be done but it's not easy or cheap.
Much easier and possibly cheaper just to buy a pair of used bi-xenon (HID) ones, but I'm not sure about the self-levelling and washing aspects of this.
