Should discs (rotors) be changed when new pads installed?

Tensile fracture, technically, and the bolts would stretch first and become unusable.
The post also fails to explain how this disparity of force could affect the rotor hat without also destroying the hub and wheel bearing, not to mention bending the wheel at the hub face.
The original topic was replacement or machining of brake rotors which moved on to the usual discussion about "disc warping" which the brake manufacturers acknowledge isn't a real issue.
