Velocity tune handheld for.sale

I have the hand-held tuner bought from velocity tune for 1700 I am willing to give it away for $1,000 please let me know if you want it it is cleared and ready for the next car I had it on my 2010 xfr

Aren't these tuners locked to the VIN they were first used on?
