I recently lost my passenger side bulb. I’m a little confused as to what should be doing what. I have no high beam on the functional driver side bulb and when I press the fog light button on next to the trunk release nothing happens. The DRLs on both sides are functioning properly
before I purchase bulbs I’m hoping someone can help me understand what I’m dealing with as the bulb replacement looks like a minor PITA
what is the purpose of the light within the red circle? As stated neither side illuminates regardless of low, high or fog

OH THREE Z, the light inside the red circle is for your turn signal. As for you fog light, the XJ never had front fog lights. The only fog lights you will find are in the rear tail lights.
As for your high beam bulb, that is a combined bulb with your low beams. So, you will need to look for a D3S bulb. This will be a 35W HID bulb that has 2 HID bulbs inside of a common housing (low beam/high beam). If you find them in a different wattage, DO NOT!!!! buy them. Your ballast is built around having a 35W bulb. Now, you will have a few choices in the bulb department as you will be able to select the color of the bulb. the factory bulb is 5000K as I recall. If you are after a slightly more white light, you can step up to 6000K. The next step up will be 8000K which will be blueish in color and tends to get you grief with the cops. If you are after a little bit more light, then you can step down to 4300K, but this is going to be a bit of a yellowish light like what a halogen light outputs from a conventional headlight.

I want to say the same place will even tell you any open recalls on the car too.
To change the bulb, it might be a toss up to argue which is easier pulling the bumper off vs going thru the wheel well. I watched my mechanic change my driver side headlight bulb through the wheel well. He put the car on the lift and removed the wheel then removed enough of the screws holding the inner fender nearest to the headlight assembly in order to pull it back. This gives sufficient access to the back cover of the headlight assembly. There are four screws holding the cover on the back of the assembly. One of those is the hardest to remove because it is almost against the front frame structure but it is accessible with a short bit and tiny ratchet. It is accessing that screw that is the argument for pulling the bumper off. However, It can be done and I witnessed it. Just a last thought, my 2014 x351 model is not an "R", So, I don't know what other obstructions might be up front in that area (e.g. oil cooler).
My memory might be a little fuzzy, but I remember that I changed my headlight bulbs without removing anything other that the back of the assemble headlight bulb cover. accessible from under the hood and the back of the headlight assembly access opening.
