Question, when I bought our 2013 XJ 3.0 V6 I think I was able to double-click the OPEN button on the FOB and it would lower all the windows. Now that does not seem to function. Am I wrong in thinking this or is there some way to program it into the key FOB?

Try holding the Open button pressed

 

on my 2018 that only opens the front windows by holding the button down.
