Default Another Start-Stop Thread, SDD CCF Related

I know this topic has been addressed many times, but I am curious about actual coding for the Eco start-stop feature.
@xdave posted a list of FMIC part numbers here that shows there are versions that exist without the Eco button. I have also seen in SDD the vehicle configuration shows the start-stop as a configured option, so I have to assume there were at least some markets that did not have the start-stop feature. Does anyone know what countries that was?
I have found several CCF options to enable/disable the start-stop function, but have never managed to get it to code out. I never relearned any modules after making these changes, and am wondering if that was my mistake. Do we know what module is responsible for the start-stop function? If so I can try relearning it with CCF changes and see if start-stop can be completely removed.

On my Android headunit turns it off for good

You'll have to give some more details, it's unlikely an Android overlay is able to influence other modules in the vehicle.
