Buzz sound near the from vents on cold engine
I have experienced ( from the beginning when I bought the car ) a quite annoying buzz sound on my XJ when the engine is cold and just started ( usually can be heard in the mornings ).
It seems that the sound is coming from under the dash or air vents. It can only be heard when the engine rpms are between 1500 and 1800.
When engine gets warm, then it can barely be heard.

I would appreciate any help to try to understand what can be the issue.
