The electric signal for the speedometer comes from the left rear wheel speed sensor....which also is part of the Anti-Lock Brake system. You can Google part number LNA2223AB (before vin 801671) or LJA2226AA (after vin 801671) and see what comes up.
A failure of this sensor would almost certainly turn on the ABS warning light.
The "sensor in a gear" remark confuses me a bit. Older Jags....like from the 80s....used a speedometer sensor with a gear attached. It fit into the side of the transmission. If that's what your mechanic is thinking of, he's on the wrong track.

The traction control is tied into the anti lock brake system so there may be a relationship between it and the speedometer, yes.
Still, if there's a problem with the ABS wheel speed sensor I would expect the ABS warning light to be on as well. But, I'm no expert on every possible failure scenario.
