Lightbulb 2004 xj8 key fob programming

Is it possible to program a new key fob without having a dealer do it? If so how is it done? The vehicle is a 2004 xj8 with 65000 miles.

Default no go

Tried the process today without success. I didn't even get a sound or an LED flash. Followed the instructions without any result. I put a new battery in the key fob before I started. Open to suggestions. Vehicle 2004 xj8
