Default Transmission shift jerky, 1st to 2nd

Hello Everyone:
I know this has been answered before but I could use your help. The VDP 2005 70K miles that I am restoring for my wife has a harsh shift between 1st and 2nd. After my research, I think I need to change the trans fluid and filter. Question 1: should I just go ahead and replace the solenoids, rubber sleeves, with this change? Question 2: If I change the trans fluid and filter, do I reset or flash the trans also? Mechanic wants $700 to change trans oil and filter, extra $140 to flash new adaption of trans. Final Question: Or do I just got for it and just rebuild everything including flash, solenoids, rubber sleeves and be done with it. I am worried that if I just change the trans oil and filter, I might have to go back and have the complete trans job done again with the solenoids and sleeves, flash. Your thoughts.

Before you do anything.
Do you have any codes and have you checked?
I would check fluid level before going any farther. Just rule out some simple stuff first.
