Default Windshield washer inop

Windshield washer seems to be totally inop, but i can see the headlights are getting spritzed intermittently. Any ideas on how I should conduct the troubleshoot procedure? Thanks

Okay, I just discovered that there is a leak or disconnected hose. The pump is running, but when it does, it's just pissing the washer fluid out toward the bottom to the ground.

Am I correct that to get access to the fluid reservoir is through the LF wheel well, and I would need to remove the wheel well liner?
