1996 XJ6 won't start

I have a long time customer's 1996 XJ6 in the shop for a no start. Vehicle was working fine and went out to start and would not click or turn over. Check the battery, dash and interior lights come on but no response. Now, he did say that last summer the car would not come out of park unless he hit the steering wheel. Any ideas?

there's a fuse in the left rear heelboard panel for "gearshift ignition interlock" I believe,
that would be the first thing I would check.

had it happen to me a few times when I was having shifter issues.
