96 xj6 making a whistling sound

96 xj6 making a whistling sound
my 96 xj6 is emitting a whistling sound when i reach over about 25 or 30mph. At first i thought it was a belt but then i noticed its coming from the back. I've just had the breaks done and think they might have put them on too tight. any ideas?
