By the one line being icy cold means the expansion valve has some freon moving through it by a rotating compressor . So you might just need a freon charge to the proper level . Leaving the 24 code alone for now as you get the core of your AC system up to performance . The code 24 is not used on the later X308 as this trim door is not on it so it my not have even been mentioned in the learning guide .
As far as servicing the freon without gauges there are freon cans at the auto parts store that have clips you put in the vents to watch them change color as your vent approaches 35 degree . These " mode rings " change to color when you have the correct pressure being a direct relationship between refrigerant pressure and temp in a Carnot refrigeration cycle . In practice you will probably over pressurize the system a tiny bit and the X300 over pressure switch will turn off the compressor by design . Just bleed off the excess until the compressor stays on . There is a Youtube video on this product . Don't throw the clips away for future use .
After you get your core squared away we'll address things if any thing important from there .
When you turn on the AC on a X300 one radiator fan should always turn on .
I was able to add 12 oz. of freon and get the psi to 25. But, the compressor comes on intermittently for 2-3 seconds at a time. The high side line does not get cold.
By the compressor cycling on and off means you hit the by design overpressure switch which is the 4 wire switch can on the freon line near the firewall .
That to me would be a stuck or clogged closed thermo expansion valve located between the aft side of the firewall and the in cabin evaporator .
It my be able to be flushed out by running compressed air in both directions as you have the firewall fittings removed on the engine side of the firewall . This negates the need to change the TXV and it has proven to work . This to me would mean the dryer ( $ 35 and commonly available ) spilled it's dryer particles into the lines and is common with this age of a vehicle .
Did you have one of the radiator fans turn on as required for the system to function properly during servicing . This also include you have 2 cabin blowers on the X300 where most other vehicals only have one .
Other advice from the community welcome as we help him chill out
