Default Fuel Pump Voltage

I have a 96 VanDen Plas that won't start. I'm thinking it's a fuel pump issue, when I put a test light on the fuel pump wires it is only receiving 7.5 volts. Does it need to be getting 12-12.8 volts?

Yes , swap it with the Window Heat relay

Can you hear the the fuel pump prime the fuel rail for 3 seconds and then turn back off by design as you put the key to run position before start position ? . Turns back on after ECU sees RPMs by the CKPS
