Looks like it is 22-28. I am glad I looked because I thought it might have been pump to adapter since there is an "adapter" where the pump fastens to the engine.
The reference to the bolt shearing if over torqued is a misunderstanding.
On aircraft engines they would have a stud ( reversed thread pointing direction ) to put an oil filter assembly on the engine gearbox with a torque collar sheer nut that will sheer off
the sheering off would be your witness that the sheer collar nut was installed correctly , minus the fact you can cross thread it
A mixing of terminology as the adaptor ( coupler ) is inside the adaptor housing
In aircraft , we had a form and back stepping process to follow ( if there was a error ) before the logbook airworthiness signature can be signed before the aircraft can fly
Had some fights on that to be right for the aircraft and passengers
This would ensure the paperwork followed and signed as a legal mater was in absolute compliance, so it had to go back through the manufacturer or an engineering release by an engineer qualified in the area of concern

I must agree, very confusing. Looking at the exploded diagram, (6) are the washer faced setscrews which attach the adaptor to the engine. The required torque is 22-28Nm and as the service manual states “Power steering pump to the engine”, seems logical.
The two washer faced setscrews (4) are what holds the adapter to the actual pump housing. They screw into two 8mm bolts with 20mm long spacer heads. These bolts/spacers are not identified on the exploded diagram and actually hold the pump housing together in addition to another two 8mm bolts (also not identified on the exploded diagram) holding the pump housing together so we have four 8mm bolts holding the pump housing together.
Perhaps these bolts together with (4) washer faced setscrews perhaps all require 44.5Nm and are referred to as “power steering pump to adaptor”.
This leaves us with “Adaptor to housing”, does this perhaps relate to the two washer faced setscrews (4) to be torqued to 21.5Nm and not 44.5Nm as I previously assumed.
Unfortunately, we have only two set screws mentioned in the exploded diagram (4 & 6) but have three torque settings given.
