98 XJ8 cruise control issue

98 XJ8 cruise control issue
When I first bought this XJ8, the cruise control did not work. I am familiar enough to have located the vacuum module and found a small broken line. I repaired it and all was good.
After my ex-mechanic replaced my engine and throttle body, it is now no longer working. So, having the knowledge that I do about the system, I went to the module expecting to find another small line either broken or pulled of one of the receptors. All looks good, but the cruise control is still cutting out and throwing the failsafe engine light. I seem to hear what I can only describe as a slight vacuum leak in that general area, but see no breaks in any of the lines leading to or from the module.
Does anyone have any suggestions or a schematic for this system?
I had replaced the brake switch a few months back so I dont believe that is the issue...
One note...the two little caps over the cylinders are lose, are they supposed to be?
