Need rear shocks for my 2000 XJ8. Local indie tire/alignment guy is telling me $150 each for rears and 3 hours to install both.

Time seems about right - but looking online I see OE KYBs for rear at around $90 each. Am I missing something? Is there some other part he might be including in his price I'm not factoring in?

Also is the KYB OE a good choice?

You aren't missing anything. Shops mark up the price of hardware they sell you. One place around here bumps it up about 2.25X. And that's from the published internet price. Presumably, the shops get an additional discount so their markup is even higher. Best deal around here has a markup of about 1.4X. And they REALLY don't want to install hardware that you bring in the door with you!
