99 Jaguar XJR wont start after replacing starter

Regarding your starter problem, how was the original starter diagnosed as the problem? Have you checked the battery power and control voltage supplies to the starter? If the correct voltages are present at the starter, the newly rebuilt starter may not be operating correctly, or the engine/starter ground strap may not have been correctly reinstalled.
If the proper voltages are not present at the starter, you can work your way upstream testing all relays, fuses and other components in the starting circuit, including the ignition switch. All of these can be tested, and they are identified in the Electrical Guide, which you can download here:

Sounds like a bad ground, as Don pointed out. This assumes the rebuild was done correctly. Most rebuilders are quite good at it and test the unit before releasing it to the customer. So, sounds all the world like a bad install.
