Default car wont start

Ok so I stumbled upon this site troubleshooting my issue and I figured this would prob be the best place to start.

The car is a 99 xjr and just recently I thought I was having just cold start issues. After the car would sit over night the car would not start and then when jumped it would start right up. This happened rather infrequently. So after a few months of this 3 days ago the car just decided not to start anymore. Now I thought the battery was just done so I connected a brand new optima yellow top to the car and its still doing the same thing. So I guess on to the problem.

The car when you turn the key clicks but thats it. Now it is low on gas but its not turning over so I dont believe that to be the problem. The car still has full power ie.... windows, dash lights, stereo, etc....... So Im thinking it may be the starter but before I go and pulll that out and have it tested I figured I would see if anyone had any other ideas as to what my issue may be.

Thanks
