Engine or flex plate?

Default Engine or flex plate?

I am being told that this engine is in proper working order, and that my issue is that the flex plate is “binding” and causing this. I had the transmission completely rebuilt prior to this video. That tranny shop replaced the flex plate and installed a new torque converter with the rebuild.
Can anyone give me an opinion on this?
I have had two tell mechanics tell me that a flex plate issue absolutely can not cause this type of engine issue.
Two things....
-This is SUPPOSED to be a completely rebuilt engine—
-If the car is driven for a few miles, the engine does settle down a bit, but still isn’t “right”
-it also throws a 1396 VVT code.
any opinions / help would be greatly appreciated, I feel I’m being jerked around.
