Default harmonic balancer

Need some help i am in the process of tearing down the front on my 98 XJ8 VP. I cant get the bolt for the harmonic balacer off. Using an impact I got it started off but is now stuck half off. It was alot of work getting it this far. Are these lock tight on? Can or will some heat help? Is this common?

Just completed this job while doing secondary tensioners and guides etc for my son's XJR. We tried to remove bolt without official Jaguar tools. Breaker bar turned the engine without loosening bolt, air ratchet ineffective as well. Resorted to back on the farm techniques. Put breaker bar on bolt and held it against small block of wood on driver's side fenderwell, my son cranked the car(fuse pulled for fuel pump to guarantee no start) The torque of the engine caused bolt to break loose enough for easy removal with ratchet. Pulley was most difficult to remove and required a beefy puller. Good luck
