First thing to check if the plastic bulb holders on the inside are fixed where they should.
Each holder has 2 tabs, which should have some pressure outwards to lock on the lamp fixture.
In my experience, they are either rock solid, or they lost their tension, allowing the bulb (and therefore the beam) to move badly.
I replaced mine when I installed HID, but I can see adding some material like strong sponge might do the trick as well.
Off course, if everything is OK, each of the 4 fixtures can be adjusted in height by turning the adjustment screw, located on the back of each fixture.
Open the bonnet, and reach for them ...
