Default My rear bumper mount has corroded..how to fit replacements?

Long story short.
1. I reverse into bollard. I snap the side bumper guide.
2. I fit new guide, and realise the whole bumper needs to come off to slide onto guide.
3. I remove one bolt. Good stuff. Second bolt didn’t want to budge.
4. One mount has now crumbled.
5. I now need to install new rear bumper mounts.

The rusted (bolt?) in the picture, how do I remove all of them? What tool can I use?

While I do not know this specific "bolt"...: General ways to remove rusted bolts:
- Apply penetration spray. Wait, then try.
- Where tool (screwdriver/hex-head) access is no longer possible due to wear: Where access with a 1mm cutting disc is possible, cut a new slot for a flathead screwdriver. Alternatively drill a hole into the bolt for a "screw-extractor-tool".
- If all above fails, drill a bigger hole into the bolt try again with a screw extractor.
- If that fail as well, drill an even bigger hole to match the diameter of the bolt-shank and drill out the bolt. If that resulted in loosing the thread, where the bolt was sitting in, cut a new/bigger thread for a bigger bolt, if that is possible. If that is not possible, buy a special kit with thread-inserts. I have done that recently - this was something new to me: You drill an even bigger hole, then cut a big thread, then you insert something, which looks a bit like a "spring", but more sturdy with a special slotted tool, and then you are back to the original thread-size and -pitch. I also used thread-lock to additionally hold the insert in position.

In your case I'd opt for cutting a new slot into that bold - and as you will throw away the old bumper-mount anyway, it would not matter that you cut into the mount (below and under the bolt) at the same time. Use protective gear (ear-muffs and face-shield and gloves at a minimum). Apply penetration spray, use an impact-driver to remove the bold.

they have press fit studs and nuts on the back side.

UK market got some crappy plastic bumper mounts instead of the steel bumper strut

Yep, that's a grinder or hacksaw to cut the rusty captive bolts if they're just spinning. If they're part way off, maybe a prybar to add locking pressure, but once they're torn out they spin.
Gloves are a must as the mounts are a rough fibre layup and will cause fibreglass to penetrate your hands, very unpleasant.

New mounts, stainless nuts if you can and copper grease to keep it from rusting up again.

I’m about to order new mounts and bolts + spacers.

what size nut do I require that’ll hold the mounts in place?
