Question Non starter

I recently bought at auction a 1999 XJ8 which came with 2 keys, one valet and one standard. All the warning lights come on as normal but the car does not turn over. The red LED for the immobiliser continues to flash at all times.
There was no fob with the car. Does the immobiliser ECU need recoded?
If I get this recoded, do the keys for these cars have a chip and if so do they need recoded also?

Both keys need to be reprogrammed by a dealer, by an Independent with ability to program the keys, or a locksmith with that ability. Both keys need to be reprogrammed.
