Default Overheating

I have changed the t stat. Engine temp gauge and flushed the radiator. Added genuine jag fluid. BUT the radiator will boil over at times. I noticed one thing after topping off the fluid above the water pump. That is the fans do not run after the engine is shut off. No matter what. The temp gauge is a joke. Might as well have idiot lights. It doesn't go past 1/2 no matter what. The radiator can be spewing fluid and the lifters clanging but there is the stupid gauge at 1/2. My question is what would cause the fans not to run after the engine is shut down when the fluid is obviously boiling? My 93 would run the fans after shut down all the time. It is normal isn't it to have the fans run after shut down on a 98 right?
