Looks like coolant to me, but it's very thick and sappy.There's some of this orange goo in other areas of the car. Also, what goes in here exactly? It's leaking.
It's coolant, Eric. You need to replace your thermostat, thermostat tower, short stubby hose, water pump, and most likely, the crossover pipe and temperature sensor. Most, also change the other hoses and drive belt since the same labor is involved; may as well do it all at once. while renewing the coolant.

Actually, these parts aren't that expensive -- even in aggregate. Labor? Nuther story; but a good way to learn your car if you do it yourself. Only really tough piece is removing the rear bolts to the TST tower (lots of threads and suggestions); be careful with the belt tensioner; they often break on really old cars. Rock Auto and Parts Geek have everything except new skin for the back of your hands . . . it's tight!
Whatever you do, stay away from that plastic hose running to the left side of the radiator -- redefines fragile . . .
