What state is your battery in ?

These old Jags do some weird and wondrous things if their battery is not 100%

That's the Cold Cranking Amps, what you need to check is the Voltage.
If it is too low the control modules tend to have brain farts!

Did you mean to say "Won't start"? As I recall, the windows lower for a trip of the inertia switch.

Just proves, you are never too old to learn something new.

okay people it's not the battery(wish someone would come up with something diff) have 5 others. 1 98,2 99's, 2 2000's. put the battery in each one for a day. no problems. changed out key/transponder from another and it turned over for a day. then found out bad fuel pumps. changed out ,now back to square one. will not turn over. now i found out the other 2000 windows come down about two inches when i unlock.not good when it's rainning

I found these other posts on "no crank"

"99 XJR won't start, just a "CLICK" noise" thread - Forum member Sean B comment: "The false bulkhead connector, a heavy black cable bolted to the brake pedal assembly cover and a similar cable that runs to the fuse boxes and interconnects try unbolting them and checking the connections tidy them up with sandpaper/wire wool..... A freshly charged battery too."

2nd thread - " Help! Car won't start - Hoping i didn't fry something"
Here is link to my post there --- has information about the fuses and false bulkhead connection:
