Winshield Wiper Fluid Doesn't Dispense

Thanks for your reply Ken. I will test the pump for power, but it's the wiper stalk switch I'd like to troubleshoot. When I depress the end of the wiper stalk switch to attempt to dispense fluid, I do not that have that spongy feel of the switch being activiated and it doesn't bounce back to its original position. I removed the end cap of the wiper stalk switch apart and found a small circuit board, which I tested with a volt meter and did get power between the two wires. Is there another way to test for dispensing the fluid via this switch. Thanks.

you could try to pypass the switch by supplying current to the pump directly? If that works then it is the switch
I'd check all the washer fluid hoses too, if one is blocked, or possibly a loose fitting, it could be pumping the fluid onto the ground, or into the engine bay.
