Default XJ V8 308 bottom spotlights

Has any one tried to fault find non working spot lights,
So far i have checked bulbs, changed the dash switch ,changed the fuse/relay.
confirmed that their is power to the switch , the relay does NOT click when you press the switch, also tried cleaning the contacts with cleaner.
Tried all this with headlights on
The fogs work fine.
Any advice on where to go from here

If you are saying "the fogs work fine", then what are these "bottom spotlights"?

In any case, you work backwards from the bulb looking for +12 after ensuring that the ground is good.

In the U.K we call the front lower lights ,SPOTLIGHTS.
In the UK we call the rear Auxillary Red Lights, Fog Lights.
The fact that the relay is not clicking on and off and a power source is
present at the switch ,on the dash board.
Would i think cancel out the Main
Bulb circuit as the cause.

No one said that it was the Main Bulb circuit at fault.

Starting at the bulb or some point and working towards the some other point is just basic troubleshooting when examing electrical faults. Having +12 at the switch means nothing because it supplies a signal pulse to the BCM which actually controls the the relay coil circuit. Consult the electrical diagrams.

Not read the owners manual - it says ..."Front Fog Lamp: only works with the 'sidelights' or 'headlamps' switched on".

if they still don't work...

Did you physically test the fog bulbs? if not change them for new.

Next is follow what plums suggested, good ground, which are found under two studs (easy to i.d as there's black neg wires running to them) on the lhs (UK car) these two studs earth all the front lamps. Undo the cap nuts and clean all the ring terminals until shiny then tighten them back up, this gives you the chance to check the rings, and the wiring to them, they can sometimes break.
Then check for a supply at the fog lamp bulb connectors. Then work back...hope this helps and welcome!
