If you mean, how do you raise and lower the steering wheel? I believe there's a little round knob, about the diameter of a nickel, on the left side of the steering column. Push it up to raise it and down to lower it. Sorry if you already knew that and meant something else.

 

My 02 is like a joy stick up, down, in or out.

 

make sure it is not set to off. Put it in auto mode. Different models have different requirements. I.E. Igntion on, door closed etc. If it still doesnt move you need tilt and reach motors. Available from dealer, tilt motor easy, reach motor needs steering cloumn removed for access.
