i have a 90 xj40. noticed that in wet weather the breakes are a bit soft. actually skidded on me

you can feel the abs pumping during the skid. i pulled all 4 tires and seen the breaks are in good condition but the roters seems bit grooved. you can actually feel a inner and outer lip on rotors.

do you think the skid was from crappy rotors? or other problem
