Fog lights drain the battery

Fog lights drain the battery
All,
I have recently fitted some original optional front fog lights to the Daimler. Those fog lights came with the car, in a box full of other bits and pieces.
The next day, I understood why the fog lights came in the box and not on the car as they appeared to be draining the battery at a very fast rate.
The situation is as follow:
* both fog lights disconnected - the battery drain is measured at 60mA (normal)
* plug nearside fog light - still 60mA drain
* add offside fog light - 3A drain is measured
* disconnect the offside fog light - 3A drain still measured
* disconnect near side fog light - drain drops back to 60mA
When plugging the offside fog light first, a 3A drain is also measured at the battery.
In addition to this, the offside fog light does not lit up when toggling the fog light switch while the nearside one works. However the same fog light will work when connected on the nearside.
I also measured a voltage of 16V(!) at the offside connector when the lights are one while the nearside connector is showing a more traditional 12V.
First guess would be a faulty bulb failure unit but I'm opened to suggestions.
Nick.
