The bushings are about 6 inches in from each end of the rack. Not the the tie rod ends or the inner tie rods, but the body of the rack.

Cool, found them - or what is left of them.

Now that I've got most of the old rubber and the metal innards of old bushings removed, it seems that the metal shell of said bushings is still fairly well firmly stuck to the steering rack. I suspect that this is where this tool I keep hearing about comes in very handy. I don't have access to that one so what is the best way to remove these? I have already given them a healthy soak with penetrating oil but still can't get them to budge.

Go to AutoZone or Napa...they typically will have a "Borrow A Tool" thing. You pay for the tool, and when you bring it back to them, you get your money back.

Can you use a socket to drive them out?

How would a socket be used to get them out?

I can visualize what kind of tool would most likely pull them out but am not sure I can jury-rig one. I have a motorcycle gear puller but the geometry of it makes it nearly useless for this task.

Those polyurethane bushings Ken linked look they might re-use the shell that is left stuck in there. (They don't seem to have an outer shell in the picture like the rubber style bushings do). I know that some poly bushings intend for you to re-use the original metal outer shell. I am not sure in this case. Can anyone answer this for certain and help us avoid the trouble of removing the shells?

Yes, the shells need to come out.
