1990 xj6 calipers rubbing rims

Hello all,
I just purchased a 1990 xj6 for my son, I have just redone the front brakes on it and noticed when I put the front wheels back on the calipers are rubbing against the rims. When I bought it I was told the brakes were locked up from sitting, so I towed it home. Now that all the brakes are replaced I see I have a problem with the caliper rubbing the rims. Is there suppose to be wheel spacers ? If not what could be the problem ? It does have the stock 15" x 6.5 rims on it not aftermarket.
Any help would be appreciated,
Thanks Mike
